AND I'm one of those people who use it in a non-Webster's dictionary definition kinda way. As previously stated, it has just become part of today's slang. Retard is a specific word and when you use it the way you did you are specifying that to be retarded is bad or dumb. Having spent 30 years working with the special needs, I know it is offensive to have people use the word like you did. Tim Duncan (of Spurs fame) used the word like you did, and we wrote him a big letter explaining why we would prefer him to use another word. Maybe if you knew more special needs people you could understand why it is offensive to link them to people like your neighbor when their IQ has nothing to do with choice.
